Obama: Oil supply enough to keep squeeze on Iran

(AP) ? President Barack Obama said Friday he was plowing ahead with potential sanctions against countries that keep buying oil from Iran, including allies of the United States, in a deepening campaign to starve Iran of money for its disputed nuclear program.

The world oil market is tight but deep enough to keep the squeeze on Iran, Obama ruled.

The sanctions aim to further isolate Iran's central bank, which processes nearly all of the Iran's oil purchases, from the global economy. Obama's move clears the way for the U.S. to penalize foreign financial institutions that do oil business with Iran by barring them from having a U.S.-based affiliate or doing business here.

Obama's goal is to tighten the pressure on Iran, not allies, and already the administration exempted 10 European Union countries and Japan from the threat of sanctions because they cut their oil purchases from Iran. Other nations have about three months to significantly reduce such imports before sanctions would kick in.

Still, administration officials said that Obama is ready to slap sanctions on U.S. partners and that his action on Friday was another signal.

At issue for Obama was ruling, by Friday, whether oil supplies were sufficient to keep demanding that nations cut off Iran ? not an insignificant matter in a time of high election-year gas prices at home.

Obama gave his OK after considering available reserves, increased oil production by some countries and global economic conditions. The White House emphasized that he would continue to keep an eye on the oil market to make sure that it ? and its consumers ? could withstand shrinking purchases out of Iran.

With oil prices already rising this year amid rising tensions over the nuclear dispute between Iran and the West, U.S. officials have sought assurances that pushing countries to stop buying from Iran would not cause a further spike in prices.

It is not year clear, at this stage of the process, how the sanctions could affect gas prices.

The U.S. sanctions are set to take effect on June 28. A European oil embargo, approved in January, starts in July.

Put together, Obama administration officials contend Iran is about to face its most severe economic pressure ever.

The United States imports no oil from Iran.

The main importers of Iranian oil that have not received exemptions from the U.S. are China, India, Turkey, South Africa and South Korea. The administration would be loath to hit a close friend like South Korea or India, or a NATO ally like Turkey, with sanctions, and is working with those countries to reduce their imports.

Turkey announced Friday it was shrinking oil imports from Iran by 20 percent, apparently bowing to pressure from the United States and the sanctions threat.

U.S. officials hope ratcheting up economic pressure will both push Iran to abandon its nuclear program and convince Israel to give sanctions time to take hold before pursuing a military strike on Iran's nuclear facilities.

The U.S. and allies believe that Iran is pursuing a nuclear bomb; Iran denies that.

Obama's diplomatic squeeze on Iran comes with strong bipartisan support from Congress, which approved the sanctions plan as part of a defense bill in December.

Sen. Robert Menendez, D-N.J., who co-authored the sanctions legislation with Republican Sen. Mark Kirk of Illinois, said he welcomed Obama's support in targeting Iran's Central Bank.

"Today, we put on notice all nations that continue to import petroleum or petroleum products from Iran that they have three months to significantly reduce those purchases or risk the imposition of severe sanctions on their financial institutions," Menendez said.

He predicted most countries would cut their purchase of oil from Iran, either out of fear of sanctions or a shared fear over the Iran's pursuit of nuclear weaponry.

The United States has not said precisely what constitutes a significant reduction in Iranian oil purchases ? that is, the bar countries must meet to avoid penalties.

Administration officials said Friday they determine that on a case-by-case basis.

Domestic and foreign policy concerns have complicated the administration's decision to pursue the oil sanctions.

Oil experts testifying before a Senate panel on Thursday said tensions over Iran were already contributing to the high prices Americans were paying at the pump. And additional sanctions could drive up the price more in a tight market.

The Badger Herald: Wisconsin Legislators Need to Move Forward

What has been one of the more eventful legislative sessions in Wisconsin's history came to an end early Friday morning after months of contentious legislation and unprecedented protests. Walking down State Street, one can see "Recall Walker" stickers and solidarity fists dotting store windows; Wisconsin politics has no doubt seen a historic year.

Much of the dialogue concerning state politics in the past year has focused around contentious legislation: union reform, a mining bill, sex education, etc. Equally, if not more important to the discussion, however, is the actual legislative process itself, and what it has undergone this past year.

Recently, The Badger Herald Editorial Board sat down with Rep. Mark Pocan, D-Madison. When asked about what changes the Wisconsin State Assembly has seen over the past year, Pocan noted a sense of division that did not previously exist; he explained that what used to be friendly handshakes have turned into a complete lack of acknowledgment.

As noted by ballotopedia.org, in the state Senate race of 2010, there were five new Republicans and two new Democrats elected, and in the state Assembly there were 25 new Republicans and eight new Democrats. That means going into this past session, there were 40 newcomers out of all 132 legislators, or almost a third of the Wisconsin State Legislature.

Think of the first few weeks at a new job: you form an idea of what is expected and what the appropriate standard of behavior is. Now apply that idea to this past legislative session. The standard has been set as aggressive partisanship and fierce contention. Yet while there has been disdain expressed toward the past legislative session, we also need to worry about the future.

As Pocan explained, the legislative newcomers will likely have a distorted sense of what is normal. Because new Democrats were taught their input will be ignored and new Republicans learned they didn't need to compromise, an unyielding, stubborn mindset will probably dominate future sessions that include these legislators.

The Editorial Board also met with Rep. Kelda Roys, D-Madison recently. When asked about her impression of how politics have changed in the state over the past year, she noted that there has been a lack of transparency, as can be seen with Republicans signing secrecy pledges about redistricting. She further recognized that this kind of transparency undermines the democratic process; citizens can't trust legislators if those legislators feel the need to hide their actions behind a veil of secrecy.

When considering the dishonorable norms that the new legislators learned and the lack of transparency we have seen over the past year, a lot needs to be fixed in the Wisconsin Legislature. Recent political opining has mostly been aimed at the laws passed in the last session, but more concerning is the future of the state's legislative process. How can we possibly return to a civil Legislature? No Band-Aid will heal a laceration this deep.

There is the possibility that Democrats will regain the governor's office and part of the Legislature. Unfortunately, if this happens, their first agenda items will probably be to try and undo what Republicans have done, further dividing the parties. However, if Democrats don't take back enough seats, then Republicans will still be in control and most likely carry on as they have been since they have shown no intention of slowing down.

While I do object to some of the laws that have been enacted in the past year, what worries me most is the future of Wisconsin. Whoever is in control needs to take the initiative and give some ground to the other party. Handshakes and compromise need to be the norm, not frustration and a complete lack of recognition. What it comes down to is simple: Can legislators actually embody Wisconsin's ideals and learn to move forward?

Weight loss won't necessarily help teen girls' self-esteem

Obese white teenage girls who lose weight may benefit physically, but the weight change does not guarantee they are going to feel better about themselves, according to a Purdue University study.

"We found that obese black and white teenage girls who transitioned out of obesity continued to see themselves as fat, despite changes in their relative body mass," said Sarah A. Mustillo, an associate professor of sociology who studies obesity in childhood and adolescence. "Further, obese white girls had lower self-esteem than their normal-weight peers and their self-esteem remained flat even as they transitioned out of obesity."

The Centers for Disease Control and Prevention reports that about 17 percent of American children ages 2-19 are obese.

"If the current national movement to end childhood obesity is successful, we can anticipate many young people moving from obese into the normal weight range, which will result in better physical health," Mustillo said. "I wanted to know if the same thing would happen for psychological health. Girls often struggle with self-esteem anyway during adolescence and, therefore, it is troubling to find that the negative effects of larger body size can outlive the obesity itself."

The study, based on data from the National Heart, Lung and Blood Institute Growth and Health Study, is in the current issue of the Journal of Health and Social Behavior. The health and weight of more than 2,000 black and white girls was followed for 10 years starting at ages 9 to 10 as part of the national study. For this study, the girls were separated into one of three groups - normal weight, transitioned out of obesity and chronically obese - based on their body mass trends during the 10-year period.

There was a difference in self-esteem levels between races. Self-esteem for black girls transitioning from the obese to the normal range did rebound; however, both races continued to have negative body perceptions.

"The self-esteem for black girls was lower overall to begin with, but for those who moved into the normal weight range, self-esteem increased more than it did for any other group of girls," Mustillo said. "We would like to look at this at more closely to understand how subcultural norms influence this process.

"We did not show that self-esteem stayed flat because girls continued to see themselves as heavy, but just that they happened at the same time," she said. "Even so, providing mental health assistance during the weight loss process could be a benefit. Understanding and addressing body image, identity and self-esteem issues could ultimately help keep the weight off. Why keep dieting and exercising if you are still going to see yourself as fat?"

More research is needed to understand why girls feel this way, but Mustillo, who focuses on the trajectories of obesity in adolescence, said the feeling of lesser self-worth might be difficult to shake because society is full of negative stereotypes and messages about obesity.

"Studies show that children internalize stereotypes and negative perceptions of obese people before they ever become obese themselves, so when they do enter that stigmatized state, it affects their sense of self-worth," she said. "Then, whether they are gaining or losing weight, the negative message they have internalized and feelings of worthless may stick with them."

Another aspect of this study to consider is that the data set used is from the 1980s and '90s, and doesn't reflect today's higher obesity rates.

"Obesity is more common today than it was 10 to 20 years ago, so perhaps it is becoming less stigmatized," she said. "Or, will the increase of anti-obesity campaigns counteract any greater acceptance?"

Mustillo is continuing to study this issue by identifying the specific vulnerable periods in adolescence when the stigma of obesity affects young people's mental health more. Her work is supported by Purdue's Department of Sociology in the College of Liberal Arts. Her co-authors are Kimber L. Hendrix, a Purdue doctoral student in sociology, and Markus H. Shaffer, an assistant professor of sociology at the University of Toronto.

Matt Dobson, meteorologist at MeteoGroup, the weather division of the Press Association, said: ?While we are expecting 20 to 21C here, it will be 20C in Madrid, and 19 to 20C in Rome and Athens so it will be warmer than most of the Med destinations.

?Further afield it is only 18 to 20C in Melbourne in Australia but it is their autumn while it is our spring.

?On Sunday [it will be] 16 or 17C in London.?

Early Earth "seesawed" between clear skies and haze, a new study finds.

The research, published online Sunday 18 in the journal Nature Geoscience, found that 2.5 billion years ago, Earth's atmosphere periodically flipped from a hydrocarbon-free, and thus haze-free, state to one in which the skies were full of an organic, hydrocarbon-rich fog created by microbes. This hazy atmosphere is much like that seen today on one of Saturn's moons.

"If you want to see an example of what ancient Earth might have been like, you can take a look at Titan," said study researcher Aubrey Zerkle, a biogeochemist at Newcastle University in the United Kingdom. Titan has a dense, orange-haze atmosphere rich in the hydrocarbon methane.

Simulations of early Earth had suggested that the planet was warmed by a layer of organic haze, but no one had ever found solid evidence of this haze in the rock record. Zerkle and her colleagues conducted a geochemical analysis of marine sediments from that time and found the first physical evidence for such an atmosphere: methane in different layers of sediment, the result of methane-eating microbes capturing the hydrocarbon from the atmosphere.

"Something is causing those organisms to go crazy one moment and slow down the next," Zerkle said. The researchers aren't sure what drove the change in microbial metabolism, but it may have been influxes of nutrients into the ocean environment.

Zerkle and her colleagues analyzed sediments that had been deposited between 2.65 billion and 2.5 billion years ago near what is today South Africa. The flip-flopping atmosphere of early Earth stabilized into something more like what we have today about 100 million years after those sediments were laid down, when photosynthesizing cyanobacteria started pumping oxygen into the atmosphere.

"What is most surprising about this study is that our data seems to indicate the atmospheric events were discrete in nature, flip-flopping between one stable state into another," study researcher James Farquhar of the University of Maryland said in a statement. "This type of response is not all that different from the way scientists think climate operates today, and reminds us how delicate the balance between states can be."

Egypt's Coptic pope: How he negotiated waves of sectarianism

When Pope Shenouda III became pope in 1971, sectarianism was on the rise. Banished briefly by Sadat, he later worked to promote better ties with the Mubarak regime to help Christians.

Tens of thousands of people turned out for the funeral today of Pope Shenouda III, the man Egypt's Coptic Christians saw as not just a leader, but a protector and a father who defended his flock in hard times, from the presidency of Anwar Sadat to the fall of Mubarak. Many Christians are devastated that his death on Saturday came at such a difficult time for them.

?In the circumstances we are in now, we needed him more than ever,? says Mariem Seif, who stood amid the throngs outside St. Mark?s Cathedral in Cairo waiting to catch a glimpse of the car that would carry the pope?s body away. Ms. Seif begins to weep as she ticks off the recent instances of attacks against Christians ? a church bombing over a year ago that killed nearly two dozen people; multiple churches burned over the last year; and in October, an Army attack on a Christian protest that left 27 dead and the Christian community traumatized.

?We were so angry,? says Seif. ?But he was wise and calm, and calmed us down, to protect us.??

Shenouda began his tenure as leader of the Coptic Orthodox Church four decades ago at a time of rising sectarianism that made Egyptian Christians feel under threat. By the time his patriarchy ended this weekend, the Christian community was once again feeling vulnerable.

Like many, Seif is not convinced that the next pope will be able to fill Shenouda's shoes. In a measure of the devotion many Copts felt for Shenouda, tens of thousands of people came to the cathedral Sunday and Monday to catch a last glimpse of his body. They waited for hours, braving deadly stampedes. Three people died and more than 50 were wounded in the crush of the crowd. Today, some of those who could not get inside the cathedral waited outside, following the service via handheld radios pressed to their ears.

When Shenouda became leader of the church in 1971, then-President Anwar Sadat was using Islamic rhetoric and encouraging Islamist groups in an attempt to boost his support. It was a stark change from the secularism of his predecessor, former President Gamal Abdel Nasser. Christians began to feel targeted.

When Shenouda challenged Sadat over this, Sadat banished the pope to a monastery ? the same one where the pope will be buried today. Shenouda spent three years there. When he emerged at the invitation of the next president, Hosni Mubarak, he seemed to have found a new way of protecting his flock.

  • The Galaxy needed a win, and credit for getting one. And other than selected, second-half moments, Bruce Arena?s men were in control, probably unlucky not to push more past Willis. Still, not all the hitches have been magically unhitched in Carson. United could easily have pulled level but for two atrocious, point blank misses when down by just a goal. And late Sunday, against all odds, things nearly got interesting thanks to further Galaxy back line wobbly-ness.
  • Andrew Boyens started this one. Neither he nor rookie Tommy Meyer has been able to grab the spot next to A.J. DeLaGarza and hold fast.

(AP) ? Officials at the U.S. Embassy in Baghdad say the American who was released this week after being held captive nine months by an anti-U.S. militia was working alone in Iraq and was not on a government contract.

The man identified as Randy Michael Hultz was not available for comment Sunday as Embassy officials interviewed him about details of his June 2011 kidnapping by a Shiite militia controlled by anti-American cleric Muqtada al-Sadr.

Sadrist lawmakers who released Hultz said he was a former soldier and a government contractor in Baghdad.

However, two Embassy officials said Hultz had not been working for the U.S. government when he was kidnapped.

The officials spoke on condition of anonymity because of the sensitivity of the matter.
